The functioning of payment systems will be subject to increased control

The regulator decided to increase the oversight of the functioning of payment systems, to which new requirements are introduced.


In particular, according to the decision of the NBU, they are subject to the following obligations: to monitor the actions of the subjects regarding their compliance with the rules and requirements of the system; To monitor the process of accepting and paying out the participants' cash (in the form of a register of relevant items); Save data for each transaction in the payment system, as a result of which the funds were transferred (concerns the participants and the operator); Carry out mandatory registration of the user's request (in particular, regarding the functioning of the payment system and the process of transferring money, monitor and timely inform the regulator's information about the provision of relevant services and participants in the system, and the operators themselves); Provide the necessary data to participants, the bank (the settlement financial and credit institution), the operator to facilitate the continuity of the system, etc.

 

In addition to the above novelties, the document expands the list of grounds on which the regulator will be able to apply measures of influence on objects of oversight (supervision).
